The Implementation Framework and Deepening Pathways of China's Science and Technology System Reform

Abstract
The reform of the science and technology system is of vital importance to ensure the historic,comprehensive and far-reaching changes of Chi-na's science and technology undertakings.Adhering to the established reform principles,correct strategies and scientific methods has been essential to the remarkable achievements in China's science and technology system reform.Using the analytical framework consisting of reform principles,strate-gies and methods,this paper conducts a systematic analysis of the logic and overall progress of China's science and technology system reform.From the perspective of principles,the reform aims to integrate science and technology with the economy.In terms of strategies,it focuses on building a Chinese-style national innovation system.Regarding methods,it emphasizes coordination with reforms in related fields,including economy and education.Amid new situations,it's essential to maintain the consistency and continuity of the reform principles,strategies and methods.During the 15th Five-Year Plan period,in line with the deployment of the third plenary session of the 20th CPC Central Committee,the reform should concentrate on promoting the deep integration of scientific and technological innovation with industrial innovation,enhancing the overall efficiency of the national innovation sys-tem,and establishing mechanisms and systems that support comprehensive innovation.关键词
