Improving the Policy Service System for the Employment of Older Adults:A Study Based on International Experience and the Chinese Context

Abstract
China is experiencing a deepening aging population and a continuous increase in the number of older adults.Meanwhile,the scale of employment among older adults is expanding,with a significant portion of them retaining a strong willingness to re-enter the workforce and a desire to continue contributing their value after retirement.However,the current employment situation for this group still faces numerous challenges,such as an incomplete policy system,a lack of service platforms,difficulties in job development,and insufficient protection of labor rights and interests.Hence,there is an urgent need to improve the policy service system supporting the employment of older adults.Drawing on international experience and analyzing China's current context,this study proposes the following recommendations to enhance employment services for older adults:strengthen top-level design and improve the legal and policy system supporting their employment;establish professional employment service platforms and broaden employment channels;introduce incentive policies to promote the employment of older adults and develop age-friendly jobs;improve the education,training,and development system for the older workforce;enhance the protection of labor rights and interests for employed older adults and improve employment quality;and strengthen publicity and guidance to foster a supportive environment for the employment of older adults.关键词
