Abstract

Taking construction section 1 of the Shibalianwei ecological wetland flood storage project as an example,a dual prevention mechanism integrating hierarchical risk control and hidden hazard investigation and management was established.Potential sources of danger were systematically identified and evaluated by risk level.Risk monitoring was implemented to is-sue timely early warnings,and risk control was carried out through diversified measures such as risk bulletins,education and training,engineering techniques,and personal protection.The project took the"six mechanisms"as the key approach,identi-fied nine major hazard sources,formulated or revised fifteen management systems,implemented a"one source,one file"sys-tem,and introduced an"anti-three violations"system.These measures promoted a shift in safety management from post-inci-dent response to proactive prevention,achieving the goal of zero accidents during construction.
