农村互助养老政策效果评价指标体系构建研究
Research on the Construction of an Evaluation Index System for the Effectiveness of Rural Mutual Elderly Care Policies-Based on the Application of Delphi and AHP Methods

Abstract
In recent years,the rural mutual elderly care service has developed rapidly,but it also faces numerous challenges.A key factor hindering the development of elderly care services is the overall structural elements of mutual elderly care policies are difficult to quantify due to the lack of clear indicator bases.Therefore,constructing an evaluation index system for the effectiveness of rural mutual elderly care is of great significance.This study developed primary indicators by systematically sorting out and screening relevant policy documents.Subsequently,the Delphi method was adopted,and the indicators were adjusted and refined through two rounds of expert scoring and consultation.Then,the Analytic Hierarchy Process(AHP)was used to calculate the weights of the corresponding indicators and conduct a consistency test.Finally,a comprehensive evaluation index system for the effectiveness of rural mutual elderly care policies was established,which includes 6 first-level indicators(mutual care content,mutual care mode,fund planning,talent development,organizational leadership,and mutual care effectiveness),19 second-level indicators,and 69 third-level indicators.This index system integrates policy insights,literature findings,and expert opinions,featuring comprehensive data and fully reflects the evaluation dimensions of the implementation effect of rural mutual elderly care policies.Meanwhile,this study explains and analyzes the index system,and expounds on its scientificity and objectivity,with the aim of offering an important reference for the implementation of rural mutual elderly care service policies and the improvement of service efficiency.关键词
