Facing National Strategic Demands,Strengthening Enterprises'Principal Role in Scientific and Technological Innovation

Abstract
The central government's strategic emphasis on strengthening their principal role in scientific and technological innovation holds particular significance in the current era.Considering three national strategic demands,namely expanding domestic demand,upgrading global value chains,and achieving greater self-reliance and strength in science and technology,this paper analyzes the principal role and mechanism of enterprise scientific and technological innovation from a demand-driven perspective.Practice shows that the current scientific and technological innovation capabilities of enterprises have been significantly enhanced,and the path and measures taken by the central government to strengthen the principal role of enterprises in scientific and technological innovation have been effective.However,enterprises still underperform in fulfilling this role.This dilemma is attributed to the limitation of enterprise development logic and the misalignment of external policy environment.To address this challenge,countermeasures and suggestions for improving the policy system are proposed from three aspects:encouraging basic research,fostering scientific and technological innovation entities,and promoting policy coordination and interaction,with a view to fully leveraging the role of enterprises as the principal body in scientific and technological innovation and responding to major national strategic demands.关键词
