A Synergistic Innovation Study on How Low-Altitude Economy Boosts the Integration of Cultural and Tourism Industries

Abstract
Driven by the dual forces of the digital technology revolution and the transformation of the experience economy,the low-altitude economy has emerged as a strategically significant and rapidly developing field for the integration and innovation of the cultural and tourism industries.Based on new institutional economics and industrial ecosystem theory,this paper constructs a three-dimensional analytical framework of"value reconstruction-systemic stagnation-path breakthroughs",aiming to reveal the intrinsic mechanisms and practical challenges of low-altitude economy empowering the integration of culture and tourism.The study finds that low-altitude technology clusters,through three mechanisms-spatial value reconstruction,scene experience innovation,and industrial chain reconfiguration-have fostered a new form of"low-altitude+cultural tourism"productivity,which encompasses spatial production digitization,service supply intelligence,and immersive cultural communication.However,there are three major constraints currently:institutional stagnation,technological adaptation barriers,and ecological niche gaps.Specifically,the hierarchical inertia of airspace governance leads to a mismatch between institutional supply and industrial innovation needs,the low conversion rate of technologies such as digital twins and blockchain in tourism and cultural scenarios results in a"Solow paradox",and there is a fracture in the value network and a lack of collaborative innovation among industrial chain entities.To address these challenges,it is necessary to construct an airspace governance system that is"three-dimensional and time-space elastic",dynamically allocating airspace resources through a civil-military integrated data platform;establish a digital twin-based cultural tourism airspace operating system to overcome the technical integration bottleneck of eVTOL and 5G-A/6G communication technologies;and cultivate a"four-dimensional ecological system"that fosters collaborative innovation networks in the aviation tourism service chain,digital asset chain,and cultural value chain,thereby promoting the enhancement of both economic benefits and cultural values within the cultural tourism industry.关键词
