Soil and Water Conservation in the Middle and Upper Reaches of the Yellow River During the National Economic Recovery Period and Its Historical Experiences

Abstract
Before the founding of the People's Republic of China,the Yellow River Basin suffered from severe soil erosion and frequent flooding,which had a grave impact on people's production and daily life.After the founding of the People's Republic of China,during the period of national economic recovery(October 1949—December 1952),under the strong leadership of the CPC Central Committee,the central and local governments worked closely together and scientifically regarded soil and water conservation in the middle and upper reaches of the Yellow River as the main measure to solve sediment accumulation and improve agriculture,forestry,animal husbandry,and subsidiary production.It was clearly stated that soil and water conservation is the fundamental work to eradicate Yellow River floods,emphasizing that it is the lifeline for developing the economy of the Yellow River Basin.Comprehensive and systematic soil and water conservation efforts were carried out from five aspects:institutional restructuring and team building,formulation of policies and guidelines,watershed surveys,soil and water conservation experiments,and public education.These efforts streamlined the management system and mechanisms,updated governance concepts,made working methods more scientific,improved the rationality of functional positioning,and enhanced social mobilization,thereby opening a new chapter in soil and water conservation in the middle and upper reaches of the Yellow River in New China.The continuous exploration of soil and water conservation practices in the Yellow River during the period of national economic recovery in New China has accumulated valuable practical experiences for the subsequent large-scale and efficient soil and water conservation efforts in the middle and upper reaches of the Yellow River,especially after the reform and opening up.It also formed valuable historical experiences such as"the Party's leadership,the people-centered stance,a holistic perspective,and dialectical thinking",providing important insights for Yellow River management and the construction of a beautiful China in the new era.关键词
