Initiatives and Implications of Major Innovative Countries in Facilitating Disruptive Technology Commercialization

Abstract
Disruptive technology projects bear the crucial task of seizing the commanding heights of technological development and determining the future direction of industrial growth,making the optimization and promotion of their achievement transformation particularly urgent.Countries such as the United States,the European Union,and the United Kingdom are pioneers in disruptive innovation planning.In recent years,they have established institutions such as the U.S.Defense Advanced Research Projects Agency(DARPA),the European Innovation Council(EIC),and the UK Advanced Research and Invention Agency(ARIA)to fund the organization and implementation of disruptive technology projects.This paper systematically examines the practices and measures adopted by these major innovative nations in planning,promoting,and cultivating the transformation of disruptive technology project outcomes.The analysis is based on a full lifecycle perspective,encompassing project coordination,topic selection and initiation,organization and implementation,and cultivation and transformation.It proposes policy recommendations across four dimensions,such as strengthening top-level project design,implementing diversified financial support system,establishing a diversified financial support system,and enhancing the development of a business ecosystem.These insights aim to provide valuable references for China in refining the transformation mechanisms and development pathways for major scientific and technological achievements in this field.关键词
