Analysis of the Current Status of China's Non Consensus Project Review System and International Experience Implications

Abstract
Non-consensus projects,due to their originality and disruptive characteristics,play a pivotal role in promoting original innovation and technological breakthroughs.This paper summarizes the current management status and relevant explorations of non-consensus projects in China,and analyzes the challenges they face in terms of evaluation criteria,process design,and regulatory mechanisms.By comparing the experiences of major economies such as the United States,the European Union and Germany in non consensus project review,summarize their practical practices.The research proposes systematic insights and suggestions,including constructing a diversified evaluation and selection mechanism,improving the expert review responsibility system,perfecting the dynamic gradient funding system,and establishing a risk compensation mechanism.This provides theoretical and practical references for improving China's non-consensus project review system,promoting the emergence of original and disruptive technological innovations.关键词
