Public Data Openness and Regional Innovation Capability:Moderating Role based on Digital Finance

Abstract
Public data openness is an important measure in the construction of digital government,playing a crucial role in promoting innovation and economic growth.This article uses panel data from 281 prefecture level cities from 2003 to 2021 and constructs a multi period double difference model based on quasi natural experiments of government data openness to systematically verify the impact of public data openness on urban innovation capability.Research has found that open public data can sig-nificantly promote the improvement of urban innovation capabilities,and this conclusion still holds true after a series of robustness tests.Mechanism analysis shows that public data openness enhances urban innovation capabilities by stimulating entrepreneurial vitality and improving human capital levels.Heterogeneity analysis shows that the promotion effect of public data openness on regional innovation ca-pability is mainly concentrated in the central and eastern regions and non central cities,and the promo-tion effect on innovation capability in the western regions and central cities is not significant.Further re-search has found that the level of regional digital finance can help strengthen the innovative effects of pub-lic data openness.The research conclusion has important policy implications for further promoting public data openness,fostering regional innovation,and promoting high-quality development.关键词
