Abstract
To address the collaborative challenges of lagging transformation of scientific research achievements and insufficient support from technical standards in the construction of a new-type power system in the context of the carbon peak and neutrality goals,State Grid Tianjin Electric Power Company launched a special pilot project on the interaction between scientific research and technical standards,with the Binhai Comprehensive Energy Internet Demonstration Zone as the carrier.The pilot project established the"346"overall work framework(including the"three-linkage"promotion mechanism,the"four-embedding"interaction strategy,and the"six-step"implementation path),innovated the"four-integration synchronization"process framework(integrating scientific research,standards,engineering,and technology),and formed a"rigid+flexible"organizational guarantee system.Through three types of exploratory,integrated,and promotional engineering practices,Tianjin Electric Power has undertaken a total of 10 projects including national key R&D programs,led or participated in 1 international standard and 15 national,sectoral,or association standards,and built 8 demonstration projects such as photovoltaic-thermal building integration and AC-DC flexible energy supply communities.This has realized a closed-loop interaction where scientific research promotes standards,standards drive achievement transformation,and achievements support demonstrations.The research shows that the full-process collaboration between scientific research and technical standards can significantly improve the implementation efficiency of new new electricity system technologies,providing a replicable"Binhai Model"for the carbon peak and neutrality demonstration of the new-type power system.关键词
