杭嘉湖平原防洪"四预"平台建设与实践
Construction and practice of"Four Pre"flood control platform in Hangjiahu Plain

Abstract
To enhance the precision and intelligence of flood control decision-making and management in the Hangjiahu Plain,and to realize the"Four Pre"functions in flood control operations,this study applied technologies such as cloud computing,big data,artificial intelligence and digital twin.A multi-source data integration framework with high-precision dynamic updates was established,along with a knowledge platform featuring structured knowledge and intelligent analysis capabilities.Regionally tailored models for flood forecasting and polder flood risk early warning were developed based on hydrological-hydrodynamic coupling.A"Four Pre"flood control platform was constructed for the Hangjiahu Plain,enabling real-time perception of rainfall and water level information,accurate simulation of flood dynamics,regional flood risk analysis and early warning,preview of water engineering flood control scheduling,and generation and optimization of flood dispatch plans.Application of the"Four Pre"platform during Typhoon"Yanhua"in 2021 significantly improved the speed,accuracy,and intelligence of flood control decision-making.The outcomes offer insights and references for the development of"Four Pre"flood control platforms in plain river network regions.关键词
