Abstract
To address the limitations of traditional cartography in flood control and emergency management—such as its single-function nature and inefficiency in repetitive map production—and to meet the urgent demand for rapid generation of thematic emergency maps,this study developed an efficient and intelligent template-assisted cartography system for flood control applications.By integrating data fusion and conversion technologies,constructing standardized symbol libraries,designing cartographic template libraries,enabling dynamic map service publication,and adopting modular software development,a standardized and reusable mapping framework was established.This system realized end-to-end template-assisted cartographic capabilities—from data processing to final map output.Based on practical applications in Jiangsu Province,the system was applied to key scenarios such as dynamic flood risk assessment,rapid emergency plan formulation,and multi-departmental coordination and command.Employing a"dynamic+static"mapping mode and parameterized input,it simplified operational procedures,reduced technical barriers and production time,and facilitated the generation of high-quality thematic flood control maps.The approach effectively enhances mapping efficiency and response speed,providing a reliable and intelligent cartographic support tool for flood control and emergency management.关键词
