Textual Analysis and Policy Effects of Talent Recruitment Policies:An Empirical Study Based on H City's Data from Year 2000 to 2020

Abstract
This study systematically examines the evolutionary characteristics of talent recruitment policies and their impact on population inflow by analyzing 37 policy documents issued by H City between 2000 and 2020.Methodologies include word frequency analysis,policy tool classification,and vector autoregression(VAR)modeling.The findings reveal:(1)the policies exhibit distinct phase-specific features;(2)policy tools are disproportionately distributed,with a heavy reliance on supply-type tools and a deficiency in demand-type instruments.Empirical analysis using the VAR model demonstrates a Granger causal relationship between H City's talent recruitment policies and the scale of inbound migration.Impulse response analysis indicates that policy effects peak at 2 years,with an actual effective duration of 3-4 years.Recommendations include strengthening demand-type policy tools through market mechanisms,optimizing environmental tools to enhance the talent ecosystem,and implementing systemic supporting policies to prolong policy efficacy.关键词
