Abstract
This paper takes Canada as a case study to systematically analyze the interaction between digital talent cultivation and high-quality full employment in the context of the digital economy,as well as the practical pathways to achieve it.While Canada has experienced rapid growth in total employment within the digital economy sector,it still faces challenges such as structural labor shortages,a widening digital divide,and traditional education systems lagging behind technological advancements.To address these issues,the Canadian government has implemented measures including establishing a digital governance system,innovating"one-stop"skills training pattern,focusing on employment for disadvantaged groups,optimizing international talent recruitment mechanisms,and promoting an open"micro-credential"system.These initiatives have effectively alleviated structural employment dilemma in the country's digital sector.To further promote high-quality full employment in China's digital economy field,realize digital transformation,and common prosperity,this paper proposes the following recommendations:adhere to systematic thinking to align digital talent supply and demand with employment-oriented strategies;improve evaluation and certification systems to broaden employment channels for digital talent;implement targeted digital skills training programs to boost employment for key groups;leverage government economic policies to incentivize private capital investment in digital skills training;and strengthen corporate-led training initiatives to establish a lifelong vocational skills training system.关键词
