新发展格局下中国—东盟国家人力资源结构比较分析及发展机遇研究
Comparative Analysis of Human Resource Structures and Development Opportunities Between China and ASEAN Countries Under the New Development Paradigm

Abstract
This study utilizes data from the World Bank and other international institutions to conduct a multidimensional analysis encompassing population size,age structure,higher vocational education development,labor allocation,and economic value creation capacity.The findings reveal:China possesses a substantial population base and mature skilled talent reserves,yet faces challenges from accelerating aging and negative population growth;while ASEAN countries demonstrate advantages in youthful demographic dividends and low-cost labor,but exhibit uneven development in vocational education.To enhance China-ASEAN cooperation in future,the study proposes:(1)fostering industrial chain synergy by establishing a"China R&D+ASEAN resources+China smart manufacturing+ASEAN assembly+dual markets"model to build regional resilient supply chains;(2)promoting the joint between China's vocational education system and ASEAN needs through joint development of digital skill certification standards;(3)improving cross-border labor mechanisms to attract ASEAN high-skilled talent for China's advanced manufacturing sector;and(4)leveraging China's new energy technology advantages alongside ASEAN's traditional energy resources to accelerate green transition.The study recommends addressing labor mobility challenges through policy coordination and joint law enforcement mechanisms to ensure regional sustainable development.关键词
