Towards Bio-Administration:The Ethical Boundaries and Operational Principles of Generative AI in Administrative Decision-Making

Abstract
Because of its stronger data processing and analysis capabilities,generative AI has shown a variety of possibilities for deep integration with grassroots public administration departments to improve decision-making efficiency and accuracy.However,due to the current application of AI technology ahead of system construction,the public sector has not yet formed a comprehensive reg-ulatory system for the participation of generative AI in administration,and many applications are still in a vague gray area,lurking digital risks such as weakening human subjectivity.This puts for-ward new requirements for government governance,and the public sector needs to scientifically de-fine the boundaries of generative AI in public administration,so as to establish and improve the risk prevention and control system based on intelligent governance in a targeted manner.This boundary is established based on a new logic bio-administration.The core proposition is to put human intelli-gence and AI in an equal and complementary position:humans are responsible for value judgment,ethical synthesis and full decision-making,and AI is responsible for data computing,risk early warning and program optimization.关键词
