From"Enforcement"to"Inclusion":Reconstructing the Digital Ecology of Generative AI Participating in Administrative Decision-Making

Abstract
Generative AI has achieved a leap in efficiency in the process of participating in adminis-trative decision-making by relying on its powerful data processing and model deduction ability,and the generative AI based on corpus training has also induced a systematic governance tension charac-terized by"digital enforcement".The output results of generative AI rely on statistical correlation rather than in-depth understanding of practical significance,which makes it difficult to gain insight into the value conflict and social complexity behind the data.If it is not prudently applied to the field of administrative decision-making,which is authoritative,public and value sensitive,it will easily lead to"digital enforcment".Decision makers rely too much on the output of generative AI and lack the results of semantic interpretation and value demonstration,which leads to the restric-tion of independent judgment by the preset path of technology,and thus deviates from the core goal of public governance.The possible way to surpass the enforcement not only depends on the innova-tive breakthrough in the technical dimension,but also requires in-depth thinking and top-level plan-ning at the institutional and ethical levels.Generative AI is embedded in the more inclusive and re-sponsive administrative decision-making process,thus promoting the formation of inclusive digital ecology.关键词
