数字负担对基层干部担当作为影响的机理分析与破解路径
Mechanism Analysis and Solution of the Influence of Digital Burden on Grassroots Cadres' Accountability and Initiative

Abstract
The accountability and initiative of grassroots cadres directly impacts the vital interests of local communities and the Party's governing foundation.In the digital era,technological aliena-tion,institutional pressure,and behavioral regression have led to the emergence,intensification,and entrenchment of digital burdens.The impact of digital burden on grassroots cadres' accounta-bility and initiative is fundamentally the result of the co-evolution of technological logic,institution-al pressure,and individual agency within the grassroots governance sphere.It manifests primarily through the intertwined and overlapping effects of four mechanisms,namely,resource displace-ment,risk intensification,skill displacement,and value disruption.These mechanisms collectively influence the conditions,willingness,capabilities,and value recognition of grassroots cadres,weakening their intrinsic motivation to take responsibility and act.Addressing the challenges posed by digital burden to grassroots cadres' accountability and initiative requires coordinated efforts across four dimensions,including technological optimization,institutional adjustment,capacity en-hancement,and value reshaping.This approach aims to restore digital technology to its tool-orien-ted role,leverage institutions to provide directional guidance,ensure capacity adapts to technologi-cal advancement,and reshape value recognition.Such systemic measures will reduce burdens and empower grassroots levels,thereby stimulating the enthusiasm and creativity of grassroots cadres in fulfilling their responsibilities.关键词
