Risk Evolution and Systemic Response:A Study on Security Supervision Mechanisms for AI-Driven Grassroots Governance

Abstract
In the digital leap driven by new quality productive forces,"Artificial Intelligence Plus"has become a national strategic pillar for modernizing grassroots governance.The application of Al in grassroots governance is accompanied by complex security supervision risks,posing new challen-ges to governance security regulation.Security supervision must achieve organic integration of in-strumental rationality and value rationality,promoting the fusion of technological empowerment and governance values.To strengthen AI security supervision,it is essential to reshape a multi-stakeholder"collaborative network"for safety governance,establish a regulatory framework that"combines rigidity and flexibility",develop mechanisms for stakeholder interaction based on gov-ernment data sharing,cultivate a safety supervision environment characterized by"resilient regula-tion-social trust-public participation",and build endogenous security technological barriers.These measures will enhance the modernization of grassroots governance systems and capabilities.关键词
