基于政策工具的新时代中医药监督执法政策文本量化研究
Quantitative Research on the Texts of Chinese Medicine Supervision and Law Enforcement Policy in the New Era Based on Policy Tools
摘要
Abstract
Objective To analyze the status and characteristics of the policy texts of Chinese medicine supervision and law en-forcement in the new era,and put forward policy optimization suggestions.Methods The policy documents of TCM supervision and law enforcement from 2012 to 2024 were collected,policy items of which were conducted three-dimensional cross-analysis using content analysis method.Results The supervision and law enforcement policy of traditional Chinese medicine mainly adopted envi-ronmental policy tools,while the supply and demand policy tools were scarce.There were differences in the degree of attention to policies among different policy issuers,and the average intensity of policies fluctuated greatly.The total intensity and the number of policies peaked in 2017,and the distribution of total intensity of policies among different policy issuers was significantly unbal-anced.Conclusion It is suggested to construct a balanced and efficient policy tool system,pay attention to the consistency,stabili-ty and effectiveness of policies,and strengthen the important role of the Chinese Medicine Administration in supervision and law enforcement.关键词
