基于政策工具视角的我国中医药人才培养政策文本分析
Textual analysis of traditional Chinese medicine talent cultivation policies based on the perspective of policy tools

Abstract
Objective To analyze the focus and shortcomings of current policies by studying China's traditional Chinese medicine(TCM)talent training policies,and to provide suggestions for further improvement.Methods Official websites of relevant ministries and authoritative legal information platforms were searched to collect nationally issued TCM talent training policies between 2016 and 2024,followed by quantitative analysis using a two-dimensional analytical framework.Results Among the 27 policies,the utilization rates of supply-side,environment-side,and demand-side policy tools in the X-dimension were 39.15%,35.94%,and 24.91%,respectively.In the Y-dimension,strengthening continuing education and training for TCM talent accounted for the largest proportion(29.33%),while promoting the dissemination and application of TCM accounted for the smallest(5.77%).Conclusion The strengths and weaknesses of existing TCM talent training policies were analyzed,and corresponding recommendations for improvement and optimization were proposed.The effectiveness and existing problems of policy tools were discussed to provide constructive suggestions for the formulation and implementation of future TCM talent training policies.关键词
