Dynamic balance management of network public opinion ecosystem:Problem anchoring,generation mechanism and realization path

Abstract
As a critical domain of national governance modernization in the digital era,online public opinion governance urgently requires systemic innovation by breaking free from traditional path dependence.By constructing a"subject-rules-environment"analytical framework grounded in systems analysis and ecological theory,this study systematically elucidates structural imbalances in the online public opinion ecosystem and their operational mechanisms.The findings reveal three primary challenges:trust fragmentation and role distortion within the subject ecosystem,adaptation gaps and efficacy decline in rule systems,and compounded risks and vicious cycles in environmental domains.These systemic failures stem from multiple factors including multi-stakeholder competition,dysfunctional roles,dual failures of institutional rigidity and ethical flexibility,as well as structural disconnections between technology and social systems.To address these issues,the study proposes establishing a"pyramid-shaped"governance consortium to enhance subject collaboration,developing"rigid-flexible hybrid"institutional frameworks,and implementing"bidirectional adaptive"technological-social engineering solutions.These initiatives aim to provide theoretical foundations and practical paradigms for cyberspace governance in the digital economy era.关键词
