Three-dimensional Logic:The Efficacy Enhancement Paths of Grid-based Governance Led by Party Building

Abstract
Grid is an important carrier for refineed and precise social governance.Taking grid governance as a driving force and casting its plastic souls through Party building are a fundamental guarantee for efficient operation of grassroots governance grid platform.Grid-based governance under the leadership of Party building constitutes a solid foundation for sound grassroots governance by systematically integrating value concepts,action mechanisms and resource elements.Based on a"value-action-resource"analysis framework,a study of County W in Shanxi Province found that it relies on the leadership of Party building to realize the incentive and regulation of governance subjects by constructing a trust network through conceptual empowerment,emotional linkage and technical rationality;reconfiguring workflows through structural breakthroughs,process reengineering and system improvement for coordination and continuation of governance actions;and complement and integrate governance advantages through integration of materials,human and rule resources.As a result,trust supply,action linkage and resource support led by Party building are formed to jointly promote the innovation of governance mode,so as to enhance the effectiveness of grassroots grid governance and achieve the sound governance of grassroots society.关键词
