Four-dimensional Empowerment:How Digitally Vulnerable Groups Participate in Rural Digital Governance
摘要
Abstract
Promoting digitally vulnerable groups to participate in rural digital governance is a key task of building a digitally inclusive society.At present,there are digital dilemmas of different dimensions in the process of rural digital governance for digitally vulnerable groups.How to empower such groups to participate in rural digital governance by using digital technology has become an important issue to be solved urgently.Based on the cumulative recursive model of ICT,a four-dimensional empowerment model is built to analyze the case,and it is found that county X in Shanxi Province is being confronted with a digital challenge of"mentality-physicality-skills-application",and a corresponding solution path is explored through the four-dimensional empowerment of"mentality-resources-society-mechanism".In order to deepen the effectiveness of digitally vulnerable groups'participation in rural digital governance under the four-dimensional empowerment,it analyzes the internal mechanism of concept driving,resource allocation,subject diversity and institutional guarantee,with a view to promoting inclusive governance of digital villages.关键词
