Enhancing the Effectiveness of Party Building at the Primary Level in Rural Areas through Holistic Governance
摘要
Abstract
Based on the theory of holistic governance,an analytical framework of"theoretical mutual construction-practical predicaments-adjustment paths"is constructed to reveal the internal mechanism of the mutual empowerment between Party building at the primar level and the governance system.It is found that in some rural areas,there are practical predicaments such as the lack of subject coordination,lagging institutional supply,and unbalanced resource allocation in the current Party building at the primary levle in rural areas.To this end,a multi-party collaborative governance system should be established.The system reconstruction and the system of rights and responsibilities should be optimized,a balanced development ecological strategy should be implemented,and the effectiveness of Party building at the primary levle in rural areas should be enhanced,providing theoretical support and practical references for the modernization of grassroots governance in the new era.关键词
