城乡融合视角下乡镇发展路径研究
Pathway for Town Development from the Perspective of Urban-Rural Integration:A Case Study of Chini,In the Context of Guangdong's"Hundred-Ten-Thousand Project"

Abstract
Under the dualistic urban-rural development structure in China,township development faces significant challenges,including barriers to factor mobility,imbalanced infrastructure allocation,insufficient industrial momentum,and the absence of effective coordination mechanisms.In response,Guangdong Province has implemented the"High-Quality Development Project for Hundreds of Counties,Thousands of Towns,and Tens of Thousands of Villages"as a strategic policy instrument to strengthen the nodal function of townships in connecting urban and rural areas and to promote integrated urban-rural development.This paper takes Chini Town in Guangzhou as a case for study to investigate the urban-rural integration mechanism formed through township development practices,specifically focusing on the interactions among land use,infrastructure provision,industrial development,and social governance.Furthermore,the paper explores the transformation logic of agricultural townships under the backdrop of urban-rural integration.The findings reveal that comprehensive territorial land consolidation serves as a crucial means to optimize the allocation of land resources across urban and rural areas.Market-oriented operations led by collective village enterprises effectively activate rural collective financial resources and assets.Coordinated planning of infrastructure and public service facilities is identified as a prerequisite for reshaping spatial structures and promoting spatial integration between urban and rural areas.The construction of integrated industrial chains facilitates the diversified development of township industries,fostering industrial complementarity and value co-creation across urban and rural areas.Additionally,the involvement of specialized enterprises in assistance programs,coupled with cross-township ecological collaborative governance,supports the establishment of a multi-stakeholder governance system involving township governments,market entities,and villagers,which is deemed as the essential for advancing urban-rural integration.关键词
