Abstract
With the rapid expansion and offshore development of China's wind power sector,frequent extreme weather and the spatial dispersion of operational elements have posed significant challenges to safety supervision.To address issues such as heterogeneous data integration,dynamic monitoring of vessels and personnel,and delayed emergency response,this study develops an offshore wind power safety supervision platform integrating WebGIS and IoT technologies.The platform incorporates key functions including AIS-based vessel identification,meteorological data access,5G communication,intelligent video surveillance,and facial recognition-based check-ins.A unified"person-vessel-site-map"dynamic perception framework is established,supported by a layered system architecture comprising the user,application,service,data,and infrastructure layers.Using Guangdong Province as a representative case,the platform demonstrates capabilities in typhoon path monitoring,real-time vessel tracking,personnel check-in verification,and video linkage.Practical application verifies the platform's effectiveness in supporting typhoon evacuation supervision,situational awareness,and decision-making.The results show that the platform significantly enhances supervision efficiency and safety assurance under extreme weather conditions,offering strong technical support for the safe development of the clean energy industry.关键词
