Transformation and Reconstruction:The Evolutionary Logic and Strategic Shift of"Three Rural Issues"in the New Era

Abstract
The"Three Rural Issues"(agriculture,rural areas,and farmers)constitute a strategic and pivotal concern in the Chinese path to moderni-zation.Its evolutionary logic is deeply intertwined with national strategies,institutional transformations,and urban-rural integration.This paper system-atically examines the evolution of the"Three Rural Issues"through stages including serving industrialization,market-driven development,policy sup-port feedback,and targeted poverty alleviation.The research reveals that since the 18th National Congress of the Communist Party of China,particularly after the successful conclusion of poverty alleviation,the rural vitalization strategy has propelled the"Three Rural Issues"into a new stage of"transfor-mation and reconstruction".This stage is marked by:a qualitative elevation in strategic positioning;a shift in the central agenda;a deepening of the agricultural-development paradigm;a revalorization of rural value;farmer differentiation and pluralized interests;and a reconfiguration of urban-rural relations and modernization of governance models.Confronted with structural challenges—segmented factor markets,dual pressures on food security and ecology,insufficient endogenous rural dynamism,and reforms encroaching on entrenched interests—and multiple strategic opportunities:strong state commitment,technological empowerment,an outsized domestic market,and diversified societal participation,this article proposes to restructure our de-velopment strategy through the integration of"space-time,urban-rural,and industry-governance",to promote breakthroughs in system with the cooper-ation of"property rights,factors,governance,and safeguards",to ensure the success of the reconstruction with the coordination of"policy chain,ac-countability chain,and supervision chain".These frameworks aim to resolve the"Three Rural Issues"in the new era and provide robust theoretical and practical foundations for advancing Chinese modernization.关键词
