Abstract
The industrial chain leader systemrepresents a critical institutional innovation to promote high-quality development of industrial chains.Its implementation arises from three core demands:ensuring industrial and supply chain security,meeting elevated requirements for industrial upgrading,and actively exploring effective government-market relationships.By establishing a government-led coordination mechanism centered on"chain lead-ers,"this system effectively addresses market failures and plays a pivotal role in driving industrial agglomeration,fostering technological innovation,en-hancing security resilience,and integrating production factors.However,its practical implementation requires careful balancing of three dual relation-ships:overall and local interests,government and market roles,and interactions between chain leaderand chain master enterprises.The policy recom-mendations include strengthening top-level coordination,clarifying institutional responsibilities,adopting context-specific strategies,optimizing opera-tional mechanisms,enhancing governmental capabilities,and promoting government-enterprise collaboration.关键词
