Abstract
This article is based on the"Guidelines for the Management of Bulk Material Procurement by Invested Enterprises(Trial)"(Document No.257[2017]of Fujian State-owned Assets Supervision and Administration Commission),issued by the State-owned Assets Supervision and Administration Commission of Fujian Province,and in conjunction with the actual procurement systems of Fujian Provincial Industrial Holding Group Co.,Ltd.(hereinafter referred to as"Fujian Industrial Control")and its affiliated enterprises,this article analyzes the current status and development of non-bidding procurement methods in state-owned enterprises.Through a systematic review of policy evolution,corporate practices,and institutional innovations,it explores the compliance and feasibility of Fujian Industrial Control's institutional design as a connecting link,and proposes specific suggestions for constructing a non-bidding procurement system,aiming to provide a reference for similar state-owned enterprises.关键词
