Abstract

The continuous loss of rural teachers is the core factor restricting the high-quality and balanced development of ur-ban and rural education and rural revitalization.The governance of the outflow of rural teachers in our country is characterized by a state of involution with low efficiency.Despite the introduction of numerous governance policies by the Party and the gov-ernment,with the increasing financial burden on the government and the difficult cooperation of rural schools,the working and living conditions of rural teachers have not been effectively improved,which results in the steady outflow of teachers.The prob-lems such as the action logic of the government under the unitary system,the improper division of fiscal powers and expenditure responsibilities between the central and local governments,and the incompatible incentives in governance measures,are the im-portant reasons for the involution in governance of rural teachers'outflow.To break through the predicament of internal competi-tion in governance and promote the stability of rural teaching staff,it is necessary for provincial governments to determine the basic salary level of compulsory education teachers in a coordinated manner to narrow the income gap among regions.At the same time,the central government should increase its financial support for the wellbeing of rural teachers and build a support system for rural teachers that is compatible with incentives.
