Analysis of trends and impacts in U.S.and Saudi Arabia critical minerals cooperation

Abstract
On May 13,2025,the United States and Saudi Arabia signed a Memorandum of Understanding on Critical Minerals Cooperation.Confronting multiple structural challenges in the critical minerals sector,the United States is leveraging its technological strengths and alliance networks to reconfigure global supply chains.Under its Vision 2030 framework,Saudi Arabia has formulated a mineral development strategy through 2035 that places critical minerals at the core of its economic diversification agenda,generating substantial potential for bilateral engagement.As both countries prioritize their respective strategic interests,their focal points in cooperation diverge.The U.S.strategy on critical minerals is shaped by geopolitical imperatives aiming at restructuring domestic supply chains.Motivated by significant economic returns and clear collaborative prospects,Saudi Arabia exhibits growing initiative and proactivity in pursuing international partnerships in the mineral sector.This cooperation will exhibit distinct strategic,phased,and contingent characteristics.The two nations have progressively established a mature collaborative framework in mining,incorporating joint ventures,integration of downstream industrial chains,and equity exchanges.This collaboration in critical minerals does not alter the ongoing shift in their bilateral relations from a traditional political alliance toward an interest-driven economic partnership.It may also function as a critical juncture for the United States in revitalizing the"India-Middle East-Europe Economic Corridor"in the economic domain,while potentially exemplifying a model for resource cooperation among Global South countries.关键词
