Abstract
The digital and intelligent transition of state-owned refining and chemical enterprises is characterized by dual constraints of heavy assets and high investment,systematic restructuring of process systems and supply chains,lifecycle carbon emission limitations,high policy dependence,and stringent compliance and safety regulations.After budding,initial,and developmental stages,the transition has now entered a mature phase marked by the integration of intelligence and ecological considerations.This paper analyzes practical cases of digital and intelligent transition in typical state-owned refining and chemical enterprises,and discusses such deeper problems as legacy energy-security refineries with weak foundational conditions face a transformation under"heavy burdens",integrated refining and chemical benchmark plants with complex value chains encounter difficulties in achieving"synergy and breakthrough,newly built modern low-carbon refineries,despite advanced equipment,experience"obstacles in intelligent application",and joint-venture refineries with distinctive characteristics benefit from complementary advantages yet face"synergy and control conflicts".It proposes tailored development pathways for each type of refinery as"supply-saving and survival-oriented"refineries should adopt"incremental steps and localized breakthroughs"to ensure their stable operation,"synergy and efficiency-driven"refineries ought to pursue"full-chain integration and technological initiatives"to overcome data barriers,"frontier exploratory"refineries may attempt"intelligent deepening and ecological co-development"to facilitate application bottlenecks,and"integrated breakthrough"refineries could consider"mechanism optimization and data balancing"to resolve collaboration conflicts.关键词
