Abstract
Since the State-owned Assets Supervision and Administration Commission(SASAC)of the State Council initiated the value creation campaign for state-owned enterprises to achieve world-class standards,H Company has adhered to the goal of building a world-class energy enterprise,considered its specific development context,systematically and institutionally advanced benchmarking management as its central focus,innovatively developed and progressively established two benchmarking mechanisms in the horizontal dimension:a"dynamic tracking and early warning mechanism"and a"closed-loop management system for value creation"by leveraging two key instruments—the"Benchmarking Enhancement Plan"and the"Benchmarking Work List",and implemented a"two-horizontal and three-vertical"working system characterized by standardization,systematization,and digitalization,along with a"full-chain,all-round,and multi-dimensional"operational framework tailored for world-class energy enterprises In the vertical dimension.The system comprehensively addresses such core questions in benchmarking management practice as"who to benchmark against,what to benchmark on,and how to do it"and effectively facilitates the closed-loop management objective of"gap identification,measure formulation,and implementation execution".关键词
