DIP支付改革下公立医院绩效分配机制的探讨
Discussion on the performance allocation mechanism of public hospitals under the DIP payment reform
摘要
Abstract
To analyze the problems in performance allocation under diagnosis-intervention packet(DIP)payment reform in public hospitals,including the disconnection between the performance evaluation system and DIP payment objectives,the lack of coordination between cost management and DIP payment,and the imbalance between performance incentives and medical quality indicators.To exploring corresponding measures to address the issue of performance allocation,including establishing a refined performance evaluation system corresponding to DIP payment targets,promoting the coordinated development of cost management and DIP payment for disease cost control,implementing performance allocation based on the three-dimensional balance of"quality efficiency cost".It is proposed to formulate ideas for performance allocation schemes in public hospitals under DIP payment reform,including the basic ideas and principles of design,the overall framework,assessment content,implementation of the plan,etc.Finally,reflections and prospects have been given on the performance management of public hospitals under the DIP payment reform.关键词
