Challenges and Solutions in Digital Rural Development from a Holistic Perspective:An Explanatory Framework Based on the SSPF Model

Abstract
The construction of digital villages represents a strategic direction for rural revitalization and constitutes an essential component of advancing the development of Digital China.Based on the theory of holistic governance,this paper constructs an exploratory analytical framework comprising"situation(S)-structure(S)-process(P)-function(F)".This framework systematically addresses the frag-mented challenges faced in the development of digital villages,which include insufficient supportive con-struction environments,low completeness of organizational systems,inadequate dynamic adjustment mechanisms,and unclear goal orientation in construction.In practice,it is crucial to enhance the overall logic underpinning digital village construction.This includes driving contextual factors,adjusting structur-al elements,optimizing processes,and reinforcing functions.Additionally,in alignment with the actual demands associated with digital village development,practical strategies can be implemented such as im-proving environmental conditions for digital village construction,optimizing collaborative evaluation sys-tems within organizations,designing flexible governance frameworks for rural development projects,and comprehensively expanding the functional capabilities of digital villages.关键词
