摘要

Abstract

It is a consensus among coastal countries to control the use of sea areas by spatial con-trol tools such as marine spatial planning to maximize the interests of economy,society and ma-rine ecological environment.This paper reviews the development stage of sea areas use control,the unbalanced development of sea areas and spatial externalities under sea area use control,and the trends of legislative,economic and management policies aimed at internalize the externalities.The results indicate that:(1)Sea area use control around world has experienced three stages,which are sea area use control oriented at habitat protection within marine conser-vation areas,sea area use control oriented at maximize the comprehensive benefits of sea area development within the jurisdiction,sea area use control oriented at marine ecosystem integrity protection;(2)Sea area use control can lead to sea area unbalanced development and spatial ex-ternalities;(3)To alleviate the dilemma caused by sea area unbalanced development and spatial externalities,some legal,economic and policy attempts has been introduced in sea area spatial regulation.There are several problems,such as determining the constrained boundary and spatial diffusion mechanism,remaining to be solved in the future.
