"两权合一"下的海砂开采海域使用权价格收益法评估实践研究
A Practical Study on the Valuation of the Right to Use the Sea Area for Marine Sand Mining Under Two Rights in One

Abstract
By exploring the application of income method in the assessment of the price of the right to use the sea area for marine sand mining,this paper puts forward solutions to the problems such as the inconsistent calculation of the restoration interest rate and the unclear contribution of the value of the sea area in practice,so as to improve the assessment technology and method system,and the market-o-riented allocation and factor guarantee of the service sea area.systematically analyze the value attribute and connotation of sea area,the relationship between sea area use right and mining right,and the price composition from the perspective of income.The calculation methods such as the determination of the reduction interest rate and the calculation of the proportion of the value of marine resources are put for-ward in detail,and the empirical analysis is carried out.The results and conclusions are as follows:(1)The income predictability of marine sand mining is suitable for the income reduction method;(2)The determination of risk coefficient can be obtained from the three aspects of nature,society,policy plan-ning and other risk impact factors and comprehensive evaluation;(3)A correction method based on the public"bid and auction"transaction cases and the analysis of CPI value-added change of sea area value contribution is proposed;(4)In the future,we should explore the combination of sea area price assess-ment methods and results with marine resource assets inventory and accounting research to achieve macro management of micro technical services.关键词
