Abstract
To ensure efficient utilization of marine resources and protection of the marine ecolog-ical environment in China,China has promulgated the Law of the People's Republic of China on the Administration of the Use of Sea Areas in 2001 and implemented the accompanying Notice on Issuing the Technical Guidelines for Marine Area Use Demonstration(GuohaiFa[2010]No.22)in 2010.It established a management and technical support system for sea area use manage-ment.In response to changes in sea area use policy environment,societal and economic develop-ment needs,and advancements in science and technology,the new'Technical guidelines for sea area use demonstration'was released in 2023.It emphasized intensive and ecological sea area use,and highlighted the integration of marine resource utilization ecological conservation and restoration measures.In recent years,the marine oil and gas production has steadily increased annually in China,with a corresponding rise in the number and area of marine oil and gas engi-neering projects leading to a rise in applications for sea area use.The issue of how to enhance the quality of marine oil and gas engineering sea area use demonstration reports under the new cir-cumstances is a common concern among reports compilers and sea area use management staff.Taking marine oil and gas engineering as an example,this paper analyzes the differences between the old and new technical guidelines for sea area use demonstration including grading in demonstrations,scopes of demonstrations,fundamental data,resource-ecological impacts,con-formity with national territorial space planning,the rationality of site selection and usage area,and ecological sea area use countermeasures and so on.It further analyzes their impacts on the sea area use demonstration report for the marine oil and gas engineering.It provides significant practical guidance for both the formulation of such reports and marine space use management.关键词
