Governance Challenges and Dynamic Adaptation in Data Alliances Amidst Information Sharing:A Comparative Study of Healthcare and Finance Sectors

Abstract
As data elements become key drivers of the digital economy,data alliances have emerged as critical organizational forms for cross-institutional collaboration.However,existing studies often rely on a"static fit"perspective,which fails to explain why alliances repeatedly encounter governance dilemmas in complex institutional environments.Drawing on paradox management theory,this paper proposes a dynamic adjustment framework of"acceptance-separation-integration"to reveal how data alliances evolve under tensions such as legitimacy versus performance and efficiency versus control.Through comparative case studies in the healthcare and financial sectors,the analysis shows that industry-specific institutional logics not only shape paradox types but also determine adjustment path-ways and outcomes.Healthcare alliances emphasize procedural justice and social trust,while financial alliances rely on technological embedding and institutional innovation.The findings suggest that paradoxes are an inherent feature of data alliances,and effective gov-ernance depends on continuous adjustment rather than one-time optimization.关键词
