Has the Reform of the Homestead System Promoted the Implementation of the"One Household,One Homestead"Policy in Rural Areas?

Abstract
The"one household,one homestead"policy in rural areas is a basic policy for governments at all levels and collective eco-nomic organizations to manage homesteads,aiming to ensure that members of collective economic organizations have fair access to homesteads or other residential rights.This study uses the propensity score matching method,the IV-2SLS model,and the mediation effect model to model the empirical analysis of the impact of the reform of the homestead system on the implementation of the"one household,one house"policy in rural areas.The research has found that the reform of the rural homestead system has significantly pro-moted the implementation of the"one household,one house"policy in rural areas.This conclusion still holds after robustness tests.Mechanism analysis shows that carrying out homestead reclamation and expanding the total amount of rural homesteads are two impor-tant paths for the reform of the homestead system to promote the implementation of the"one household,one homestead"policy in rural areas.Heterogeneity analysis finds that the reform of the homestead system has a more significant promoting effect on the implementa-tion of the"one household,one house"policy in middle and far suburban villages and villages in central and western regions,but it has a reducing effect in villages in the eastern region and the Northeast region.Accordingly,we should continue to deepen the reform of the rural homestead system,explore differentiated implementation methods for the"one household,one house"policy in rural areas,idle and abandoned homesteads from multiple households,and expand the total amount of rural homesteads according to local conditions to promote the implementation and effectiveness of the"one household,one house"policy.关键词
