基于政策执行互适模型的突发公共事件医院韧性管理研究
Research on Hospital Resilience Management in Public Emergencies Based on the Mustual Adaptation Model of Policy Implementation

Abstract
Based on the frequent occurrence of public emergencies in recent years,this study constructs a three-di-mensional framework of policy goals,policy tools,and pol-icy subsystems under the policy implementation co-adapta-tion model.By applying bibliometric analysis,text analy-sis,and social network analysis to quantify the emergency response policies issued by government agencies,the study summarizes the policy goals for responding to public emer-gencies and develops a hospital resilience management model.From the policy perspective of public emergencies in China,the hospital resilience management model is cate-gorized into four dimensions—emergency preparedness,ep-idemic surveillance,on-site response,and in-hospital treat-ment—and eight capabilities:resource integration,person-nel allocation,monitoring and reporting,information con-trol,emergency response,disaster-area treatment,infection prevention and control,and medical treatment capacity.Recommendations are proposed for enhancing the integri-ty,comprehensiveness,and innovativeness of hospital resil-ience management from the perspectives of goals,tools,and subsystems.关键词
