Abstract
By comparing traditional domestic construction models,whole-process engineering consulting,and the new agent construction system,this paper analyzes the significant differences and institutional innovations in the management of complete foreign aid projects concerning organizational structure,responsibility entities,design depth,and insurance mechanisms.It highlights distinctive features such as the"Three-Party Responsibility Structure,""Lump-Sum Contract for Construction,""Multi-Level Insurance System,"and"Three-Phase Design Management."Furthermore,the study identifies persistent challenges in cross-team collaboration,integration of Chinese and international standards,and cultivation of interdisciplinary talent.Corresponding strategies for management enhancement are proposed.The management model for complete foreign aid projects serves as a vital pathway for the internationalization of Chinese engineering standards and management expertise,while also providing practical and institutional references for promoting high-quality development of the Belt and Road Initiative.关键词
