高校主导型新型研发机构科技成果转化效率评价——以广东省为例
Efficiency Evaluation of the Commercialization of Scientific and Technological Achievements in University-Led New R&D Institutions:A Case Study of Guangdong Province

Abstract
As an important research organizational model for integrating multiple innovation resources,conducting basic innovation research,and releasing the value of basic innovation,university-led new R&D institutions have attracted widespread attention for their achievement application effects.However,due to the complexity of their organizational structure,the efficiency of their achievement application has not yet been scientifically evaluated.Based on this,this paper identifies the development characteristics of university-led new R&D institutions and adopts the data envelopment analysis(DEA)method to evaluate the efficiency of the application of achievements in science and technology research of university-led new R&D institutions declared in Guangdong Province from 2015 to 2021.The results show that:university-led new R&D institutions have significant advantages in the field of basic research,but are relatively weak in achievement transformation and market application;overall,there is much room for improvement in the efficiency level of these institutions,and both technical efficiency and scale efficiency need to be enhanced;there are obvious differences in efficiency performance among different types of institutions,with public institutions and full-chain R&D institutions performing relatively better;at the same time,the problem of unbalanced regional distribution is prominent,and resource allocation is characterized by the coexistence of talent advantages and insufficient material and financial resources.关键词
