政府在共建型新型研发机构治理中存在的问题与对策——基于双重属性视角
Problems and Countermeasures of Government Participation in the Collaborative Governance of Jointly Built New R&D Institutions:Based on the Dual Attribute Perspective

Abstract
New R&D institutions play a crucial role in advancing the dual circulation and in-depth integration of science&technology and industry.From the perspective of the dual attributes(public nature and market orientation)of new R&D institutions,this paper sorts out the main governance practices of government departments at the levels of nation,provinces(autonomous region and municipalities directly under the central government),prefecture-level city in the co-constructed new R&D institutions,analyzes the development dilemmas of these institutions under this framework as well as the problems existing in the government's participation in governance,and puts forward countermeasures and suggestions such as strengthening policy support,ensuring the government acts as"what it should do"and refrains from"what it should not do",optimizing the contract management model of government governance,and establishing differentiated support methods and scientific evaluation mechanisms.These efforts are aimed at realizing the higher-quality development of new R&D institutions.关键词
