Discussion on the Applicability of the Global Innovation Index in China:An Analysis Based on Measurement Content,Data,and Methods
摘要
Abstract
This paper focuses on the measurement content,data,and methodology of the Global Innovation Index(GII)and discusses its applicability in China.It is found that the evaluation framework of GII tends to focus on results over processes,factors over chains,and efficiency over quality,and there is room for adjustment.Some measurement indicators are inconsistent with the current situation of China's innovation due to the emphasis on political pressure,ignoring the status of state-owned enterprises,emphasizing ecological performance,slow data update,single sample source,and limited data collection.On the basis of stripping the non-response indicators,dialectically analyzing some response indicators,and focusing on the analysis of response indicators,the current construction of China's innovation system needs to focus on solving two key problems:creating an innovation environment in innovation investment and building the capacity of creative products and services in innovation output.Therefore,it is necessary to maintain a prudent attitude when formulating innovation policies based on the GII,and the paper proposes to create a healthy and vigorous innovation ecosystem,strengthen the capacity building of creative products and services,and deepen the social foundation for the development of new quality productivity forces.关键词
