新质生产力视域下的中美AI芯片政策分析OA

[研究目的]政策是培育新质生产力的激励工具和有效保障,分析AI芯片领域中美政策对新质生产力的支持现状,进而明晰未来发力点,是制定有效激发新质生产力政策的当务之急.[研究方法]在对新质生产力内涵深度解读的基础上,构建新质生产力培育逻辑框架体系.以此为基础,利用政策建模一致性(Policy Modeling Consistency,PMC)指数模型,采用文本挖掘法分析了 79 篇中美AI芯片政策,构建了包含 45 个三级指标的AI芯片领域新质生产力政策评价指标体系.以 8 篇中美AI 芯片政策为样本,测度了中美 AI 芯片政策对新质生产力的支持情况,并进行了对比分析.[研究结论]新质生产力培育逻辑框架为深入研究新质生产力提供了理论基础,从技术创新突破、新质生产力培育、产业迭代升级和生产要素创新配置优化四个维度构建的AI芯片政策评价指标体系为政策量化分析提供了系统化方法支持.研究发现,中美政策对技术创新突破和产业迭代升级支持力度相仿,而中国政策对生产要素创新配置与优化支持力度更高,美国政策在科技成果转化资金支持上力度更大.未来,我国应构建具有开放性、系统性、动态性的政策体系,为培育AI芯片领域新质生产力提供长期有效保障,为提升中国AI芯片领域国际竞争力提供有力支持.

[Research purpose]Policy serves as both an incentive tool and an effective safeguard in fostering new quality productive forces.Understanding how current policies in China and United States support in the Artificial Intelligence(AI)chip sector is essential for identifying future policy priorities.Such analysis is crucial for formulating strategies that effectively stimulate the growth of new quality productive forces.[Research method]Building upon an in-depth conceptual analysis of new quality productive forces,this study established a logical framework for their cultivation.Based on this framework,the Policy Modeling Consistency(PMC)index model and text mining techniques were applied to analyze 79 AI-chip-related policy documents from China and the U.S.An evaluation index system consisting of 45 third-level indicators was constructed for assessing policy support in the AI chip sector.A sample of 8 representative documents was further selected to measure and compare the extent to which the two countries'policies support the development of new quality productive forces.[Research conclusion]The proposed logical framework provides a theoretical foundation for the systematic study of new quality productive forces.The AI chip policy evaluation index system—built across four dimensions:technological innovation breakthroughs,cultivation of new quality productive force,industrial iteration and upgrading,and innovative allocation and optimization of production factors—offers a structured methodology for quantitative policy analysis.Findings reveal that China and the U.S.demonstrate comparable levels of support for technological breakthroughs and industrial upgrading.However,China's policies place greater emphasis on the innovative configuration and optimization of production factors,whereas U.S.policies provide stronger financial support for the transformation of scientific and technological achievements.Moving forward,China's policy system should build an open,systemic,dynamic,and adaptive policy system,to provide long-term and effective guarantees for cultivating new quality productive forces in the field of AI chip,and to offer strong support for enhancing China's international competitiveness in the AI chip sector.
