Structural Optimization of Collaboration of Scientific and Technological Innovation Forces:A Case Study of Collaboration Mechanism of New R&D Institutions

Abstract
[Research purpose]It is of great significance for promoting sci-tech self-reliance and self-strengthening by exploring new R&D institutions'further path which participating in the construction of national science and technology innovation system,as well as coordinating with scientific and technological innovation power on the basis of the existing mechanism.[Research method]According to the type analysis,new R&D institutions in Beijing can be selected as the case study,which analyzing its collaborative construction through the process tracking method.[Research conclusion]Under the top-level design,new R&D institutions form four types based on the development and coordinating needs.These are characteristic resource reserve,pillar resource reserve,advantageous market supplement and pioneering market supplement.From a perspective of structural optimization,new R&D institutions strengthen their collaborative strength and supporting strength with existing scientific and technological innovation forces through advanced collaboration of information,interests,talents,and models,and participate in the construction of the national scientific and technological innovation system.The paper found that,new R&D institutions has achieved certain results in the collaboration with scientific and technological innovation power.While,there are also some problems such as the support strength need to be improved as well as the accuracy of R&D docking and collaborative strength are insufficient.The paper puts forward suggestions for collaborative development of new R&D institutions by three aspects,which are developing competitive advantages based on own positioning,improving multi-dimensional support mechanisms and promoting the construction of structural optimization system.关键词
