Abstract
[Research purpose]Artificial intelligence(AI)technology is profoundly reshaping urban development logic and has become a key force driving high-quality urban development.However,existing research has not sufficiently constructed"technology-institution-space"collaborative pathways,making it difficult to adapt to the diverse resource endowments and development stages of different cities.Therefore,systematically analyzing the internal synergy mechanisms through which AI drives high-quality urban development and exploring differentiated governance solutions are of great significance for advancing Chinese path to urban modernization.[Research method]Based on complex adaptive systems theory,a"five-dimensional synergy"model encompassing computing power,algorithms,data,scenarios,and actors is constructed,with the"Five Overall Plans"policy framework serving as the analytical foundation.The study selects Hangzhou,Shenzhen,and Chengdu as case cities,employs fuzzy-set Qualitative Comparative Analysis(fsQCA)and the Synthetic Control Method(SCM)to identify multiple synergistic pathways,and empirically tests and compares their governance performance.[Research conclusion]Chinese cities have developed three typical AI-driven development pathways:Hangzhou's"people-livelihood-oriented"pathway centering on multi-actor collaboration and scenario integration;Shenzhen's"system-reconstruction"pathway relying on computing infrastructure and data platforms;and Chengdu's"ecology-priority"pathway focusing on green algorithms and spatial restructuring.All three pathways demonstrate a strong alignment between technological applications and institutional arrangements.Accordingly,a"four-pillar"institutional supply system covering algorithmic governance,green computing,technical standards,and public incentives is proposed,along with a tiered governance toolkit tailored to different city types,providing theoretical insights and practical pathways for advancing Chinese path to urban modernization.关键词
